About
"Delinquents" are not Criminals... Not yet. They tragically died before they could commit their crimes and were sent to the Hell Spire. But there is an opportunity for Delinquents to rehabilitate: "Reformation." The Program Instructor will guide the Delinquents through the many trials that await them as they climb the Hell Spire.
